You can take really cool time lapses going up and down the elevators/escalators. It has a great 360 view of Osaka, and there are art exhibits at the top. There's a cute heart booth for couples .

No garden up there, but the cafe on the 40th floor is actually quite reasonably priced. Observation deck nice. If you're on a real budget you can still ride the funky escalators to floor 39 for free

If you make it up about half an hour before sunset you can stay and get to see day & night views of Osaka , great way to get a feel for the city . At night UV lights make the walkway like a star-field!

Just don't let yourself left Osaka without visiting this, especially for the sunset . You'll be amazed how beautiful crowded city could be. Plus the breeze
