In the evening when it's still light out there are little lights like candles that shine leading up to the entrance
i highly recommend the slightly long walk on raj path road to the rashtrapati bhavan . and it's even better if you're into photography !

I was there at around 22:00 and there are no light here. Security guard does not allow anyone go nearby
