Not impressed. View of the city from only three cardinal directions and you can't get up close to the windows. Much better views in Osaka from Abeno Harukas and Tokyo Skytree.
¥800 now. A romantic sunset view for locals but not really worth the money for tourists . The vertical frames that hold the windows make it impossible to get a good view

Check the tide schedule to make sure you get there around low-tide. 1 hour prior is best. High tide is still good, but the viewing is more limited. - Jon Camp
