Milagra Ridge County Park

Despite this isolation, Milagra Ridge hosts a surprising number of threatened and endangered species including Mission blue and San Bruno elfin butterflies and the California red-legged frog. Visitors are required to stay on trails and pets must be leashed.

It's a short climb to the top, and on a clear day, you can see all of Pacifica and the Pacific Ocean. The only problem is that there aren't a lot of parking spaces by the gate.
